On April 15, China formally deposited with ASEAN the approval letter of the regional comprehensive economic partnership agreement (RCEP), marking that China officially completed the RCEP approval process and became the first member of non ASEAN countries to formally complete the approval process. China, as the largest textile and clothing market in the world, plays an important role in the global textile industry chain. At present, the textile industry in China accounts for more than 50% of the world, 70% of the world's chemical fiber production and one third of the world trade; From the perspective of industrial integrity, the industrial chain in China is the most complete, and the product varieties are the most complete; From the manufacturing level, the technology manufacturing and equipment level of our country's fiber raw materials, spinning fabrics and clothing home textile are mostly in the international advanced level.
"The biggest change brought by RCEP is that China has established a new trade partnership with Japan, and the scale of China Japan textile trade is expected to continue to expand in the future." Liu Yaozhong judged.
At present, Japan is the fourth largest export market of China's textile and clothing industry. According to customs data, China exported 20.08 billion US dollars of textile and clothing to Japan in 2019, accounting for 7.4% of the total export of the industry in the whole year. According to the relevant statistics of Japan, China accounted for 58.6% of the total import of Japanese textile and clothing in 2020. After RCEP comes into effect, except for a few products such as masks and bedding, the tariff on the main textiles exported by Japan, such as T-shirts, trousers, suits and T-shirts, will be cancelled within 16 years.

Liu Yaozhong said that the textile and clothing products of the above countries can enjoy tax-free treatment for Japan's exports due to the fact that Japan has signed FTA with ASEAN, Vietnam, Thailand, Indonesia and India. After RCEP comes into effect, it will be helpful for Chinese industry to participate in international competition in Japan market gradually and fairly, reduce export cost of foreign trade enterprises and improve the international competitive advantage of products. At the same time, the original import tax rate of 5% to 8% of the main categories of products imported from Japan will be reduced to zero in stages from 11 to 21 years, which is conducive to accelerating the transformation and upgrading of the industry and improving the production efficiency.
"From the perspective of regional production cooperation, it is expected to establish a more stable two-way investment environment. With the increase of investment, the capacity will be improved, the cooperation relationship will be closer, and the status of regional manufacturing center will be consolidated." Liu Yaozhong believes that the signing of RCEP will help deepen the cooperation of regional textile and clothing industry chain and supply chain.
He said that market access rules in the areas of goods, services and investment among Member States would be further relaxed, and customs procedures and technical standards would be gradually unified. By adopting the rules of origin within the region, the free flow of economic elements in the region will be promoted, the cooperation between members in production and division of work will be strengthened, the expansion and upgrading of consumption market in the region will be promoted, and the further development of industrial chain, supply chain and value chain will be promoted.
For the foreign trade enterprises in China's textile and clothing industry, RCEP on the one hand helps to export more products and enjoy preferential tax measures; On the other hand, it also helps to avoid some trade barriers.
It is understood that after RCEP comes into effect, if the enterprise becomes an approved producer through customs certification, customs clearance can be enjoyed by the contracting state only by the declaration of independent origin of the enterprise when exporting, saving the entry, examination and application of certificate of origin, and further reducing the customs clearance time and cost.
